Maou is stronger than Emilia in The Devil is a Part-Timer. The main reason is that, despite Emilia being a powerful creature, she is still half-human, unlike Maou who is a full demon. Her victory against him during their clash was pure luck. She was at an advantage considering that she had a great number of comrades alongside her, while Maou only had one remaining general. Both of them were known for their intelligence and strategic skills. Emilia knew that the only way she could win against the demon king is to slowly eliminate his men and corner him. Maou used the same keen intelligence when he decided to back away from their battle and regain more energy and power on Earth. While it is entertaining to see them fight against each other, Maou and Emilia are great allies. Both are considered strong and great strategists. Being equally weak on Earth has helped the two of them understand each other better, especially Emilia, whose hatred against the former demon king has slowly diminished after knowing her father is still alive. The reverse isekai series also showed that Maou saved her a couple of times, further strengthening their bond.
